Kildare County Council wishes to commission permanent artworks to coincide with Kildare County Council housing developments.  The developments are located at

*  Anne Street, Prosperous (A)
*  Athgarvan Road, Newbridge (B)

A further commission is associated with

* Beechgrove, Rathangan (C)

It is envisaged that an approach that engages the wider Rathangan community will be taken.  Proposals in all art disciplines are welcome.  It is expected that a legacy will be created as a result of the scheme. 

Budgets for each of the 3 commissions is €24,500

These commissions are funded under the Department of Housing, Planning and Local Government Per Cent for Art scheme

We are also seeking expressions of interest for the making of a permanent artwork in Ballymore Eustace (D), as part of a suite of works under the Urban and Village Renewal Scheme application 2018.  The creation of an artwork will be subject to funding being secured under the scheme.  It is envisaged that the budget will be €30,000-e50,000

Call for Expressions of Interest

Kildare County Council wishes to commission 2 permanent, outdoor artworks in Prosperous and Newbridge to coincide with two of Kildare County Council current housing developments (A&B).  Both artworks will be located in landscaped recreational areas for the residents of the housing schemes and the wider public to enjoy. 

A further commission (C) will take place to coincide with a housing development in Rathangan. It is envisaged that an approach that engages the wider Rathangan community will be taken.  Proposals in all art disciplines are welcome.  It is expected that a legacy will be created as a result of the

Artists are invited to apply for any of the 4 commissions, or all of them

Budget includes artists fees, design development, fabrication and supply to site, artists insurance, VAT, expenses and other charges.  An additional fee of €3,000 will be provided for installation/base for permanent artworks.

* Additional budget may be provided for community engagement or documentation, dependant on the nature of the selected commissions

Selection Procedure:

This is a two stage open competition selected by a panel.  The commissioners may have a third stage if deemed necessary.

Stage One:

Artists are invited to submit the following

• A current CV 
• Maximum 10 photographs/ slides/ catalogues, etc. labelled    
• Completed application form
• A4 SAE for return of materials (if required)

*please ensure that individual items are clearly labelled

Submissions, which do not include the above named items, will not be considered.

At this stage, artists are not required to submit specific ideas for this commission. 

Based on submitted CVs and examples of work, a selection panel will shortlist the submissions. 

Artists who have been short-listed for (commission A, B& D) will be invited to develop design ideas for the specific housing scheme.   

Artists who have been short-listed for (C) will be invited to develop a project proposal that specifies both the artistic approach and how the community/communities will be engaged.
 

Stage Two:

Artists who have been short-listed will be invited to develop a proposal for a specific housing project.  Each short listed artist will receive a fee of €300

Each short listed artist will be expected to provide a

• detailed proposal, in 2D, 3D or digital format 
• detailed work schedule
• full costing breakdown
• full details as to how work would be placed and mechanism for installation, if applicable (scheme A, B & D)

Applications will be assessed using the following criteria

• Artistic merit
• Feasibility of idea
• Suitability to location (commission A, B & D)
• Satisfactory evidence of budgetary provision for artists fee, manufacture and installation of work

Kildare County Council shall not be liable for any costs or expenses in respect of successful or unsuccessful applications.

All applicants submitting a proposal will be informed of the result in writing.

Schedule                              

Stage One:   The closing date for submissions is 12 noon, Wed 24th January 2018.                    Artists short-listed to stage two will be informed by Friday 26th January             2018

Site visit for Stage 2 (commission A,B& D): By agreement between Kildare County Council and Artist

Stage Two:   Closing date for submission is 12 noon, Monday 26th February 2018.

It is expected that completed artworks (commission A& B) will be installed by October 2018.  Date for commission D is dependent on funding being awarded.

Payment

The successful candidate will be paid in a series of pre-agreed fixed payments.

A valid tax clearance or C2 certificate is required.

Conditions

The selected applicant shall enter into a formal agreed contract Kildare County Council.

Evidence of appropriate insurance is required. 

All work activities must be carried out in accordance with the 1998 Health and Safety Act; 1993 Regs.  Safe work practice guidelines must be provided where necessary.

The Public Art Selection Panel will oversee the development of the project on behalf of Kildare County Council.  The artist will be required to give progress reports and/ or presentations.

The ongoing maintenance of the artistic feature will be the responsibility of Kildare County Council.  Kildare County Council may consult with the artist in this regard.

The artist will be consulted in relation to appropriate presentation (illumination, etc.) of the art work.

The artist may be invited to provide workshops or some community engagement work, or to contribute to resource and education material.  Such work will be considered outside of the sculpture commission and the artist will be paid for such work separately.

Kildare County Council is subject to the Freedom of Information Act 1997.  If you submit information which you consider being of a commercially sensitive nature please indicate on the application.
