How you use your payment card online is changing from 1st January, 2021
Here at Kildare County Council, you will notice some changes when using your payment card on our website.
You will be asked to provide additional verification to confirm it’s really you using your card. This is an extra layer of security called Strong Customer Authentication (SCA) and is being rolled out in order to keep your card safe and secure, in accordance with the EU Payments Services Directive 2 (PSD2).
SCA requires banks to check that payments are being made by the correct cardholder and not a fraudster, by asking customers for additional methods of identification such as; cardholder address/mobile number/email address.
We have been asked by your bank to facilitate these security checks. If you experience any difficulties while authorising your payment to us, please contact you own bank as you may need to update your cardholder address/mobile number/email address on their records.
This system is provided to the public as part of Kildare County Council's commitment to providing quality and timely customer-oriented services. This system allows litter fines to be paid electronically through a secure online form by Credit Card or Laser Card.

Littering and dumping in public, or in any place that is visible from a public place is an offence under the Litter Pollution Act 1997 as amended. Anyone identified as committing an offence, will be issued with an on-the-spot litter fine of €150. If the fine is not paid within 21 days, Kildare County Council may take legal action through the district court, where the maximum fine which can be imposed is €4,000.
What Happens if I Have Received a Litter Fine?
If you have received a litter fine, you have 21 days from the date of the fine to pay. If no payment is received; our solicitor will be instructed to commence court proceedings. You will then receive a summons to attend court and be advised to consult with a solicitor. If payment is received within the 21 days, the file will be closed.
How to use Online Service
In order to pay your litter fine, please visit https://www.Fines.ie . Enter the Fine Number and the Personal Identification Number (PIN), which are located on the front page of your fine. The system will then search for your fine and return the details of this fine to you.
How can I pay a Litter Fine?
The fine can be paid as follows, online by visiting https://www.Fines.ie , by post to Kildare County Council, Litter Fines, Environment Department, Level 6, Aras Chill Dara, Devoy Park, Naas. Co. Kildare. Please ensure that your fine number is clearly referenced on payment, in person at Kildare County Council Finance Department, Level 2, Aras Chill Dara, Devoy Park, Naas. Co. Kildare.
