Passlands Bridge, Monasterevin Remediation Works
Application to An Bord Pleanála
Kildare County Council hereby publishes this notice of its intention to carry out remediation works on Passlands Bridge, Monasterevin, Co. Kildare.
Kildare County Council has applied under Section 177AE (4) (a) of the Planning and Development Act (as amended) as inserted by Section 57 of the Planning and Development (Amendment) Act 2010 to An Bord Pleanála for approval in relation to proposed rehabilitation works on Pass Bridge, a protected structure (Kildare County Council Record of Protected Structures Reference: B21-02 in Appendix 6 of the Kildare County Development Plan 2023-2029) which is located within the River Barrow and River Nore Special Area of Conservation (SAC).
Kildare County Council has submitted a Natura Impact Statement (NIS) to An Bord Pleanála in respect of the proposed development.
Rehabilitation works arise from damage to the bridge by vehicle impact resulting in damage to the parapets and the pier cutwaters. Longitudinal cracking has been noted and secondary issues associated with bridge maintenance including damaged parapet, pavement remediation and vegetation removal.
The works will consist of:
- Reconstruction of the cutwaters
- Repairs to the parapet
- Installation of rubbing strips
- Vegetation clearance
An Bord Pleanála may give approval to the application with or without conditions or may refuse the application.
A copy of the NIS and Project Particulars (including the EIA Screening) will be available for inspection at the following locations from Wednesday, 4 December 2024 to Friday, 24 January 2025 (inclusive):

The NIS and Project Particulars may be inspected free of charge or purchased on payment of a specified fee (which shall not exceed the reasonable cost of making such copy).
Submissions or observations may be made in writing to An Bord Pleanála, 64 Marlborough Street, Dublin 1, D01V902 before Friday, 24 January 2025 relating to;
- the implications of the proposed development for proper planning and sustainable development in the area concerned,
- the likely effects on the environment of the proposed development, and
- the likely significant effects of the proposed development on a European site, if carried out.
Any submissions or observations must be received by An Bord Pleanála not later than close of business on Friday, 24 January 2025.
A person may question the validity of any such decision by the Board by way of an application for a judicial review under Order 84 of the Rules of the Superior Courts (S.I. no 15 of 1986) in accordance with Section 50 of the Planning and Development Act 2000, as amended.
