Update Regarding Progress for the Kerdiffstown Landfill Remediation Project.

Date issued: 15/10/2020

As per government instructions, all construction works on site ceased on the 27th of March, for a period of 7 weeks. In line with the government phasing, construction works did not recommence until the 18th of May. The Covid 19 pandemic and the associated restrictions that have been in place in recent months have had a knock on effect on the progress and completion of ongoing works on site.

Realignment of the L2005 road and development of a new site entrance and roundabout.

These works which are part of the site access improvements including the provision of a cycleway and footpath, and the installation of a new roundabout to ensure safe access to the site during the remediation phase and also for the multi-use public park.

The seven week nationwide lockdown earlier this year delayed the completion of these works, however significant work has been accomplished since then and the road is now substantially complete. KCC wish to thank residents and all road users for their cooperation and patience during the works.

Main Remediation Works

Kildare County Council (KCC) is very pleased to inform the public Wills Bros Limited has been appointed as the contractor for Kerdiffstown Park. This is a very significant engineering project which has been planned for many years. The contract is for four and half years, it will remediate the landfill site and will provide the area with a new public park, all-weather sports pitches, playground and walking paths to the residents of Naas, Sallins, Johnstown and Kill.

If you would like to see a computer model of what the park will look like, you can go see it here http://kildare.ie/countycouncil/AllServices/KerdiffstownPark/.

Works will be commencing on site in November 2020.

It is possible that, given the nature of this work, that there may be intermittent odours, though the council, in conjunction with the contractor will make every effort to avoid further inconveniences to the local community.

Indeed, the Council would like to thank the local community for their patience and support to date.

KCC will continue putting updates on its website as the project progresses

Construction Quality Assurance (CQA)

A tender for the role of Construction Quality Assurance Consultant was advertised on etenders on the 22nd of September. The CQA Consultant will be employed to provide independent quality assurance for the landfill capping and associated works. They must also produce a Construction Quality Assurance Validation Report for the capping works to comply with the requirements of the EPA licence. The closing date for receipt of tenders is the 3rd of November.

Art Feature

A tender for an Art feature for the Park will shortly be advertised on ETenders. KCC Arts Officer will be organising this process.

Site Management

Management of the site is continuing in accordance with the conditions of the Industrial Emissions Licence (Ref. No. P1063-01). Day-to-day operations are controlled by a dedicated site manager and other technical staff to control 'leachate' (the run-off water that percolates through the waste) and landfill gas. Routine environmental monitoring is conducted as per licence conditions and the EPA is notified of any works or reports relevant to the licence. A team of security personnel are also retained onsite.

The Project Team will continue to keep residents, elected members and stakeholders fully informed about progress at the site and to answer any questions arising. Kildare County Council will continue to issue community updates as remedial works on the site take place.

Site Update 15/12/20 - Demolition Works and Christmas Arrangements:

Demolition of the concrete structures on site has commenced. Noise barriers have been erected to mitigate the noise generated and noise monitoring is being carried out.

These works are expected to last until the New Year.

The site will close for Christmas from on Friday 18th December, reopening on Monday the 4th January. Environmental monitoring will continue over the Christmas period.
