Significant Progress for the Kerdiffstown Landfill Remediation Project and Kerdiffstown Park Following EPA Approval

Planning Stage

The Project has this month been granted the necessary licence from the Environmental Protection Agency (EPA). This now allows for the completion of detailed design for the scheme and enables the Council to procure a main works contractor.

The Council had already received planning approval to the project from An Bord Pleanála (ABP) in May 2018. The Compulsory Purchase Order (CPO) for the scheme was also confirmed by ABP at that time.

Using the CPO process, the Council took possession of the landfill property in November 2018. Remaining lands and properties included in the CPO process, will be taken into possession as the project need arises.

Advance Works and the Design of the Project

The Council has appointed RPS Group as consultants to work on the detailed design and assist in the management of the main contract works.

A number of advance investigation contracts are underway. These contracts will gather information on the site, needed to finalise the detailed design of the scheme and ultimately to enable the main works to be undertaken. These include:

  • Advance archaeological investigations on green field areas.
  • Ground investigations to assess ground conditions on relevant lands. This contract will also arrange the installation of several gas perimeter gas monitoring wells.

In addition to the investigative contracts noted above, some advance works contracts are planned for later this year. These will involve necessary capital and infrastructural works for the area which will facilitate and complement the main remediation works to be carried out on the landfill site. These advance works include:

  • Upgrading of the surface water arrangements on the L2005 road
  • Fencing of lands between the Kerdiffstown Landfill and Kerdiffstown House
  • Realignment of the L2005 and development of a new site entrance and roundabout

Main Remediation Works

The procurement process for a contractor for the main remediation works has begun. The initial stage, which involves the pre-qualification of candidates, is underway. Candidates deemed to be prequalified will be asked to tender for the contract later this year. It is hoped that a contractor will be in place before the end of 2019.

Site Management

The site continues to be managed on a day-to-day basis by a dedicated site manager, a team of security personnel, and other technical staff to control 'leachate' (the run-off water that percolates through the waste) and landfill gas.

The Project Team will continue to keep residents, elected members and stakeholders fully informed about progress at the site and to answer any questions arising. 

Kildare County Council will continue to issue community updates as remedial works on the site take place.

Kerdiffstown Park Works Notification.

Advance Works Contract – L2005 Road Realignment for Kerdiffstown Park Project.

Kildare County Council has awarded the Advance Works Contract 3B for the L2005 road realignment to David Walsh Civil Engineering Ltd. This contract is in advance of the main remediation and construction works planned for the Kerdiffstown Park site.

The proposed scheme involves the realignment and upgrade of the existing L2005 local road in Kerdiffstown to facilitate future remediation activities at the Kerdiffstown Landfill and its future use as a public park.

It involves the improvement of approximately a 500 metre section of the L2005 to include, but not limited to the following; 7.0 metre wide carriageway, 4.0 metre wide shared pedestrian and cycle route, provision of a new roundabout junction at the site entrance, new road drainage measures, provision of public lighting, accommodation works, landscaping and utilities.

Site mobilisation works commenced from Monday, 4 November 2019 and the construction period is expected to take up to 26 weeks.

The construction works will commence from Monday, 18 November 2019, starting with accommodation works to the south western side of the existing L2005 local road. To facilitate the construction works, traffic management will have to be implemented, which will principally involve the erection of traffic lights on the L2005 local road.

These works are being undertaken in accordance with our EPA licence and planning permission. All works are being conducted under the supervision of Kildare County Council.
