Kildare County Council Advises of Expiration of Non-Principal Private Residence Liability
25th March 2025: Kildare County Council wishes to advise landlords and second homeowners of the expiration of the Non-Principal Private Residence (NPPR) liability and charge on property. The NPPR charge, which was applicable from 2009 to 2013, affected any residential property, which the owner did not reside as their normal place of residence.
Under the Local Government (Charges) Act, 2009, the legislation will be repealed in its entirety on 31st March 2025. After this date, liability for NPPR charges, late payment fees and any associated charges on a property, will expire completely. Consequently, vendors will no longer be required to provide a Certificate of Discharge or Exemption to sell their property.
Following the repeal of the Act, local authorities will no longer issue receipts or Certificates of Discharge or Exemption.
