It is an offence under Section 71 of the Waste Management Act 1996(As Amended) to abandon a vehicle on any land.
A guideline is available HERE, which outlines some useful scenarios for when a vehicle is (or is not) considered abandoned, and outlines the process that can take place.
Report an Abandoned Vehicle
Should any member of the public wish to report an abandoned vehicle in a public place, they are advised to contact the Environment Department in writing via one of the following channels.

Requirements
The following details are required when making a report.
- Vehicle Registration
- Colour / Make / Model
- Exact Location (Where possible, a pin drop on a map)
- Period of time that vehicle has not been moved - Vehicles must not have moved, nor accessed by the owner, for a minimum of 8 weeks
- Name and Contact Number
- Where possible, a photo of the vehicle or tax disc as this will help expedite the process.
Not abandoned
The following points should be noted prior to the reporting of abandoned vehicles to Kildare County Council. Where a report of an abandoned vehicle is made to the council and it is deemed that they fall under one or more of the following points, the council may deem the vehicle not abandoned and no further investigation will be carried out.
- Vehicles on public roads which are causing an obstruction, or a road safety hazard. Such vehicles should be reported to the Gardaí.
- While a vehicle with no tax or insurance may be an indicator that a vehicle is abandoned, the issue of no tax or insurance on a vehicle on a public road does not automatically deem a vehicle as abandoned. Having no valid tax or insurance on a public road is a matter for the Gardaí and does not fall under the remit of the Environment Department of Kildare County Council.
- Vehicles in estates which are owned by persons resident in the estate will not be deemed abandoned.
- Vehicles on private lands, private car parks or in estates not taken in charge by the County Council are a matter for the property owner and will not be inspected by the council.
- Broken down vehicles, poorly parked vehicles or vehicles involved in residential parking disputes are not considered abandoned.
- Burned out vehicles should also be reported to the Gardaí.
- Poorly parked vehicles, or vehicles involved in residential parking disputes are not considered abandoned.
Where a vehicle is located in a private car park of an apartment complex, you will need to contact the Owner's Management Company (OMC), or appointed Management Company, Agent or Person thereof.
End of Life Vehicles
If you have a car or light van that you wish to dispose of, you can do so at an End-of-Life Vehicle (ELV) Treatment Facility, or Authorised Treatment Facility (ATF).
