Open call to Home Builders and Housing Developers

 

Option 1: Competitive Dialogue Tender for Housing Development in County Kildare

Kildare County Council is launching a Competitive Dialogue procurement process to help deliver new housing across the county. This process is designed to work collaboratively with developers and landowners who have sites with full planning permission and are interested in building housing schemes.

What Is Competitive Dialogue?

Competitive Dialogue is a structured procurement method used when a public body (like the Council) needs to work closely with potential suppliers to develop the best solution. It allows for open discussion and refinement of proposals before final contracts are awarded.

Who Should Apply?

This process is open to:

  • Developers or landowners with sites that have full planning permission for 5 or more housing units including:
    • Undeveloped sites
    • Completion of partially built housing schemes
How the Process Works:
  1. Expression of Interest
    • Developers submit a Suitability Assessment Questionnaire (SAQ) via http://www.etenders.gov.ie.
    • Each submission must relate to a specific site or scheme.
  2. Assessment & Shortlisting
    • The Council reviews submissions based on location, planning status, design quality, and capacity to deliver.
    • Suitable candidates are shortlisted to enter the Dialogue Phase.
  3. Dialogue Phase
    • Shortlisted developers work with the Council to refine their proposals.
    • This may include design updates, planning details, and funding considerations.
    • The Council may reduce the number of candidates during this phase.
  4. Final Tender & Contract Award
    • Final proposals are submitted.
    • Contracts are awarded based on value for money, design quality, and deliverability.
    • Successful candidates transfer the site to the Council and deliver the housing scheme under a Development Agreement.
Funding & Payments
  • All proposals are subject to approval by the Department of Housing, Local Government and Heritage.
  • Payments are made in stages as the development progresses, subject to contract terms and funding approval.

  • Potential Re-advertisement (Expanded Scope): Q1/Q2 2026

Option 2: Express an Interest in providing Turnkey Housing to Kildare County Council for the Provision of Social Housing

Kildare County Council are seeking to purchase 1-, 2-, 3- and 4 bedroom apartments and houses from private developers and building contractors for the provision of social housing in Kildare. The properties can be new developments or properties with potential for renewal i.e. vacant or derelict properties with potential for renewal.

All purchases of social housing must be approved by the Department of Housing,  Local Government and Heritage.

Kildare County Council is subject to the Freedom of Information Act 2014.
